“grounded”には、「（罰として）外出を禁じられた」という意味があるので、“You’re grounded.”で、「外出禁止だ」という意味です。
海外ドラマなどを見ていると、中学生・高校生くらいの子が、門限を守らなかったりして、親から、罰として外出禁止にされている場面などがよく出てきますよね＾＾

「でも、ママ！」

「つべこべ言わないの。１週間外出禁止よ。さあ、自分の部屋に行きなさい」
